Even after controlling for factors such as housing quality, neighborhood quality, education, and crime, a new study finds that owner-occupied homes in black neighborhoods are undervalued by $48,000 per home on average, amounting to $156 billion in cumulative losses, writes Andre Perry, a David M. Rubenstein Fellow at the Brookings Institution Metropolitan Policy Program.
